Snidely Whiplash was from Dudley Do-right. Dirk Dastardly was on Wacky Races. I watched both when a kid… yeah, I’m that old.

Yeah. That’s NOT Snidley Whiplash in the picture. Snidley was green, was from Dudley Do-Right, and wore grey, not black. Plus he seemed to have a bit of a hunchback. Furthermore, it was Dick Dastardly, as other posters have noted, that was from Wacky Races. Finally, they don’t really look much alike aside from the fact that both pictures have them wearing black.
