When I first looked at this, I thought it was Timothy Spall (as Peter Petigrew) rather than Tiny Tim. :O Those two look more alike in my opinion.

Well, for once I disagree.
True, they both have wretched hair and dark pupils.
Differences are Tim’s smile is not a smirk and his teeth are not pointed and black.
Penguin does not play an instrument.
Different shirts and hats or lack of.
I would rather meet Tim in a dark alley than Penguin.
