Personally, I’ve always thought the two people that looked like Sam the Eagle were the late Tom Snyder (talk show host) when he was older or or Bob Dole when he scowled.

The only similarity is the scowl.

But Sam the Eagle is a DEAD RINGER for Bob “Bite Me” Novak, who has the Thick Black eyebrows, heavy “Godfather” eyepouches, Huge Proboscis (Beaky Nose) and Serious Ultra-Fascist Scowl.

See, now this works better than the Cleaveland one because they have the same expression. It doesn’t have to be a really strong resemblence if it’s topically funny and the expressions work. The Cleaveland?Hudson one might have worked with a different screen cap of Cleaveland. And the Byrd pun helps
